Lawyer graduated from the Universidad de Lima with mention magna cum laude. He obtained his Master degree in “studies in Competition Law and Intellectual Property” at the “Pontificia Universidad Católica del Perú”. Copyrights expert from the World Intellectual Property Organization - WIPO.

He has attended Congresses and Courses of Intellectual Property as follows: Lecturer and participant in the following countries: United States of America, Mexico, Costa Rica, Cuba, Panama, Jamaica, Venezuela, Colombia, Ecuador, Chile, Uruguay, Paraguay, Bolivia, Portugal, Spain, Switzerland, France and Italy; having attended internships in the Copyrights Societies of the above mentioned countries.

He attended several administration courses as: The Program of Managerial Development – PDD – at “Universidad de Piura”; as well as “administration courses” at the “Universidad Peruana de Ciencias Aplicadas” - UPC.

With 18 years of experience in the Public Management and more than 20 years of experience studying and defending Intellectual Property; he became for 12 years the Chief of the Copyrights National Office, the developing intense campaigns against piracy in all of its forms and promoting a culture of respect to the Intellectual property. He was involved in the creation and organization of the “Instituto Nacional de Defensa de la Competencia y de la Protección de la Propiedad Intelectual” – INDECOPI, being the person in charge of the draft of the Legislative Decree 822 – Copyrights Law and co-author of the Andean Decision 351. He took part in the Experts' Committees that were summoned for the Agreements WPPT and WCT of the OMPI. Participating as delegate in the Diplomatic Conferences of 1996 and 2000, also summoned by the OMPI. President of the Peruvian Institute of Intellectual Property - IPPIC-, Vice President of the “Instituto Interamericano de Derechos de Autor” - IIDA - and Honor Member of the “Forum Iberoamericano de las Artes” - FILAIE. Principal Honorary professor in the Universidad San Agustín de Arequipa; for 16 years he taught in the university courses as: Intellectual Property, Competition Law and Consumer Protection. Member of the Work Group of Intellectual Property for the Free Trade Agreement negotiations with The United States in representation of the Department of Justice. Collaborator of “El Comercio” newspaper. Author of multiple articles published in newspapers and specialized magazines.

He has been General Manager of the Copyrights Office at the National Library of Peru and Director in charge of the above mentioned institution. Likewise, he was the Chief of the Copyrights Office at INDECOPI; Member of the Commission of Patrimonial Restructuring of the INDECOPI - Arequipa; Member of the National Council of Cinematography - CONACINE - and Advisor in Intellectual Property of the Management of Economic Studies of the INDECOPI.

As Chief of the Copyrights Office at INDECOPI solved more than 13,000 processes of infractions and inscriptions and impulse more than 1,200 penal processes against the piracy; obtaining the ISO 9001 Certification for all the procedures of his Office.
He has been Director of the Registral Training School of the Superintendencia Nacional de los Registros Públicos - SUNARP; Advisor of the General Management and Member of the Ethics, Transparency and Anticorruption Commission of the SUNARP. He integrated the Commission which wrote the Project of Regulation of the Ethics Code for the Public Function. He was named "Amicus Curiae" by the Constitutional Court.

Between June and July, 2006 he integrated like technician the INDECOPI Commission of Transference.

She was Associate counsel of “Muñiz, Ramirez, Perez-Taiman & Luna-Victoria Attorneys at Law” in the Intellectual Property and Competition Area. She organized and participated in actions against the piracy for the main Copyrights industries represented by the Motion Picture Association and the Business Software Alliance. Member of the Instituto Peruano de Propiedad Intelectual y Derecho de la Competencia - IPPIC.
